RUSSIAN INTERNET AND RUSSIAN EDUCATION

This essay is dedicated to an implantation of the modern information technologies into the educational system of present-day Russia. Author analyzes some aspects and consequences of its "internetization" in connection with both concurrent large-scale educational reforms and a real state of educational resources in the domestic branch of Internet. He believes that it is necessary not only to bring the net -assisted education under control of russian legislation but also to stimulate it on the both federal and municipal levels. The informatics as a school subject must be directed mainly on cultivation of the system approach to various technical and semantical problems connected with the search, evaluation and treating of information needed. The active participation of school-children in some not window-dressing Internet projects is discussed as a form of the effective mental and civil training. The development of non-profit Internet resources - both educational and cultural - can be regarded as one of remedies for the aftermath of social and property stratification. The private and public net libraries are the similar resources that are very specific for the russian branch of Internet. In the terminal part of the essay author shares experience in organization and development of multidisciplinary net library "Vivos voco". The main feature of this electronic library as a secondary publisher is a routine collaboration with authors and with such primary publishers as scientific and educational journals. An essential part of "Vivos voco" is collections of the "evergreen" papers and books published in past times, as well as of russian and soviet constitutional acts and projects. The technical aspects, e.g. a site structure and navigation, formats of the documents presented and contacts with readers are also discussed.
